Double Homicide Suspect Wanted in Massachusetts Arrested by FESC agents in Tijuana

One of the «most wanted#» by Law Enforcement authorities from Massachusetts, United States, was captured in Mexican territory by agents of the Inter-Institutional Liaison and International Relations Coordination of the State Citizen Security Force (FESC). The suspect was identified as Leonard “N.”

According to the case file provided by the United States Marshals Service (U.S. Marshals), the detainee was wanted by the Massachusetts State Police and the Brockton Police Department for his alleged involvement in a double homicide outside the Westgate Mall, they suspected he had fled to Mexico, so they contacted Mexico´s FESC (State Police)

In the attack, which occurred on March 22, 2025, a 15-year-old teenager and an 18-year-old woman lost their lives. The arrest by te FESC stems from an active warrant numbered 2515CR001143, which was validated by U.S. security agencies and shared with state authorities for location and execution.

Coordination between both countries allows FESC officers from the Baja California Citizen Security Secretariat (SSCBC) to locate individuals with active arrest warrants, ensuring that Mexico does not become a refuge for those who evade justice in their home country after committing serious crimes.

Intelligence work enabled FESC to establish a search perimeter that led to the location and arrest of Leonard “N,” 23 years old and originally from Boston, Massachusetts. He was apprehended while walking along General Juan Carrasco Street in the Soler neighborhood of the city of Tijuana.

FESC agents placed the suspect in restraints; subsequently, in accordance with current protocols and international agreements, Leonard “N” was handed over to the country requesting his extradition.
