When the Police Become the Danger Instead of Protecting the Victim — and Are Friends with the Aggressors

Are the police really doing its job — or taking advantage of their position to abuse others? The disgraceful behavior of two Municipal Police officers in Mexicali serves as a sad example of the reality many citizens face when dealing with law enforcement. In this case, the officers sided with individuals who have been accused of assault and attempted homicide for over eight years.

Vicente Guerra, a Mexicali resident who has lived for nearly 30 years on Río Aguanaval Street in Colonia Valle Dorado, has repeatedly suffered attacks from people who moved into house number 1735 on Aguanaval Street. Since 2018, he has filed complaints with the State Attorney General’s Office (FGE), but nothing has been done — not even as of Saturday, November 1, 2025, seven years later.

The last straw came on that Saturday, when one of these individuals assaulted him and then calmly walked back home. Vicente called the police, and two officers — a man and a woman — arrived. According to his account, the female officer behaved mockingly and aggressively toward him, the man who had naively believed the police would help. Instead, he found himself confronted by a hostile and dangerous officer, whose aggression was amplified by the authority of her uniform.

The male officer was no better. Vicente reported that he spoke quite cordially with the aggressors, downplayed the incident, and treated the victim sarcastically, leaving him feeling defenseless against his violent “neighbors” — who, as it turned out, appeared to be friends of the police.
