Problems at Mexicali General Hospital extend beyond the state level; it’s just one of the issues brought about by centralism, which concentrates political power, decisions and resources at a federal level and limits the budget for the Baja California Health Secretariat, who up to last year had a bigger budget to operate the Heathcare System in the State.
In 2018 FORMER President Lopez Obrador obliterated the Popular Health Insurance which had been working well since 2002-2003 but he said it was corrupt and erased it, Healthcare in Mexico has been free falling since then

There is supposed to be an IMSS Bienestar (Spanish for wellbeing) which is the Social Security health programs end there should be a Federal Delegate, but his name is a mystery and he (or she?) hasn’t come forward to offer an explanation or outline future plans.
Far from a healthcare system as the one in Denmark (as former President Lopez Obrador promised), IMSS Bienestar hasn’t worked because it’s a model that concentrates everything in a federal representative and neglects the state level thus subtracting Baja California’s Health Secretary from the work frame.
Serious problems are affecting the operation of the Mexicali General Hospital: an alarming shortage of medical supplies for hospital staff, air conditioning failures—it’s a multifactorial problem that seems to be a dead end.
The street outside the hospital has been blocked for weeks. Many people have complained about the complete lack of care, and no one has offered an explanation. An official seems to be hiding and passing the buck to the Baja California health authorities.
Doctors claim they lack the necessary supplies to do their jobs. This crisis stems, firstly, from a centralized model that hinders processes and the inventory of medications and supplies, and secondly, from an announced hospital renovation that appears to be an empty promise, given that workers have been blocking the street since March 2nd.
