The meeting will take place on March 17 at the Fudres Hall, Plaza Santo Tomás, starting at 08:00 o´clock., thie is the result of coalition Ensenada Digna submitting one thousand 139 signatures to the Secretaría de Medio Ambiente y Recursos Naturales (SEMARNAT) which is the Mexican equivalent of the Environment Protection Agency in the USA.
Those interested in presenting a formal statement with technical or legal observations must meet the following requirements:
Speaker Registration: Only the first 20 requests that meet the requirements will be accepted.
Deadline: Submissions must be received no later than 2:00 p.m. on March 16, 2026

The petition requested a Public Information Meeting , where the main subject will be the project “Construction of Pier 3 at the Ensenada Cruiseport Village Terminal”, which they deem harmful to the environment, after reveiving the request from “Ensenada Digna”, the federal agency issued the official invite for those inmtrested in an active partuicpation in the meeting.
Representatives of the “Enesnada Digna”, — which brings together neighborhood groups, various associations, and specialists from different fields — welcomed the development and announced that the meeting will be held on March 17, 2026, at the Fudres Hall in Plaza Santo Tomás. Registration will take place from 08:00 to 09:00 a.m., followed by a welcome session from 09:00 to 09:15 a.m.
The meeting will be open to the general public, although those interested in attending must register in advance. SEMARNAT, through its Baja California branch office, formally published the invitation which is open to the general public, academic institutions, civil society organizations, and productive sectors to attend and participate.
This is relevant because it is a citizen participation exercise, based on the Ley General del Equilibrio Ecológico y la Protección al Ambiente (General Law for Ecological Balance and Environment Protection) and the Escazú Agreement, and it aims to provide transparency regarding the project’s technical environmental aspects, evaluate potential environmental harms and risks, and to present the mitigation measures proposed by the project developer, Ensenada Cruiseport Village, S.A. de C.V.
During the meeting, the company will present technical details and the projected environmental impact, as well as receive observations, opinions, and technical proposals from attendees, and respond to direct questions regarding the prevention and mitigation of environmental impacts.
SEMARNAT will be responsible for collecting the contributions made during the meeting to strengthen the environmental impact assessment process.
